Announcement Regarding the Competition Authority’s Decision to Launch an Investigation into the Labour Market

Pursuant to the Competition Authority’s decision dated 24 February 2026, a wide-ranging investigation has been launched into 26 undertakings operating in the banking, insurance and information technology sectors.

Based on the findings obtained during the preliminary investigation process, the aim is to determine whether the relevant undertakings have breached Article 4 of the Law No. 4054 on the Protection of Competition through “no-poaching” agreements and/or the exchange of competition-sensitive information regarding the labour market.

This investigation clearly demonstrates that the Competition Authority now treats labour markets as a direct and systematic area of oversight. This development necessitates that undertakings review their human resources policies and internal information-sharing processes within the framework of competition law compliance principles.

In the Competition Board’s practice, labour markets are assessed as a significant area of scrutiny under headings such as wage-setting agreements, mutual non-solicitation obligations and the sharing of competition-sensitive information.
